PNH Security Engineering · Crowded-Place Security

Grade the risk. See what drives it. Fix what matters first.

CORDON grades a crowded place or facility from AAA to D for security risk from nine attack modes, from vehicle ramming and vehicle bombs to active assailants, drones and chemical release. Enter the address and the facility type: CORDON suggests the threat tier and site context, solves the vehicle approaches, and ranks the measures that move the grade most for the money, with a documented report.

Screening estimate

BBB at 55.2 for a downtown hotel. Vehicle bomb and vehicle ramming carry 59% of life-safety risk (31% and 28%). Seven ranked measures within the budget lift it to A at 61.3 for about $473k a year; the first, a right-sized M30 line on the main approach, costs about $22k a year.

Nine attack modes. Two measures of risk. One scale.

For every mode, CORDON multiplies how often an attack is attempted, the chance it succeeds against the protection in place, and what it would cost in lives and dollars. It adds the modes into a life-safety index and an expected annual loss, grades both on one logarithmic scale, and lets the lower grade govern. Every input carries its source and every model parameter its basis, so the grade can be checked line by line.

The modes: vehicle ramming · vehicle-borne IED · person-borne or placed IED · active assailant with a firearm · active assailant with an edged weapon · arson · weaponized drone · chemical, biological or radiological release · civil unrest. Every mode is evaluated for every facility; the assessor may tailor a mode only with a written reason, and the report prints it.

  • Address in, context out: coordinates, country, threat tier, setting, nearby high-profile sites and police response are suggested from the address, then confirmed by the assessor.
  • 38 facility types in 10 sectors, from hotels, arenas and malls to K-12 schools, hospitals, houses of worship, transit and street events, each with its own template.
  • Vehicle approaches solved with VECTOR-S: the speed at the line, the chance a rated barrier is breached, and the rating that would stop the vehicle.
  • UK Martyn's Law tier and procedure checklist, and facility-specific guidance from CISA, FEMA, NPSA and others listed for every facility type.

from the address to a documented report

  • Firearm rates calibrated to FBI data

  • Every parameter labeled by basis

Attack likelihoods are partly calibrated to data; the remaining parameters are PNH engineering judgment and are labeled as such in every report.

What CORDON does

One grade, nine threats.

Life safety and expected annual loss on one scale, with the attack modes that drive the grade named and quantified.

Simple to start.

An address and a facility type are enough to begin. Templates fill the rest, every value stays editable, and on-screen help explains each input.

Measures ranked by value.

Each measure is costed and ranked by benefit for the money, with the grade after every step and the threat level at which it pays for itself.

A report in minutes.

A cover-to-legal report with figures, every input and its source, the basis of every parameter, and a one-page grade card for the client.

What CORDON computes

01

Threat likelihood

Attempts per year for each attack mode, from the regional threat tier, the facility type, the target context and size, and recorded incidents near the site, with firearm rates calibrated to FBI active shooter data.

02

Vulnerability

The chance each attempt succeeds against the protection in place: vehicle speeds and barrier breach on every approach, blast standoff, screening, lockdown, response time, sprinklers, air intakes and drone defense.

03

Consequence and grade

Casualties and dollars for every scenario, the loss at return periods, the CORDON grade with its confidence, the recommended package of measures, and a documented report or reviewed issue.

Plans and billing

A screening opens the conversation; the reviewed report is where the work is. Prices in US dollars. CORDON screenings and reports are security risk consulting, not engineering services.

Free screening. By invitation from PNH or on request: a confidential one-page grade card and screening report from public data only, released to a verified work address after you accept the screening terms. No questionnaire, no measures package, no delivery date; no payment, no obligation.

The UK Martyn's Law package for enhanced-tier premises is quoted in pounds sterling. A screening is labeled as a screening everywhere; only a Reviewed Report carries a PNH review statement. Where a reviewed report leads to design work, that work is a separate engagement through an entity that may render professional engineering services, under a licensed engineer in responsible charge. Purchases are subject to the CORDON Terms of Use.
